Job Summary: Plans, directs, coordinates, and participates in the day-to-day activities related to the maintenance and operation of the general aviation municipal airport facilities in accordance with governmental agencies and/or commission policies and regulations. Major Responsibilities: Performs day-to-day operations of the general aviation airport. Completes daily, weekly, monthly, quarterly and annual inspections for Environmental Protection Agency (EPA); Oklahoma Department of Environmental Quality (ODEQ); Stormwater Runoff Control Permit; Spill Prevention, Control, and Countermeasures Plan; and Oklahoma Corporation Commission (OCC). Ensures airport businesses and tenants are also in compliance. Inspects airport runways, taxiways, lighting, navigational aids, Automated Weather Observation System (AWOS), hangars, and property. Maintains the security of the airport grounds. Abides by Sand Springs-Pogue Airport (SSPA) Minimum Standards for Commercial Operations, Airport Development Standards, Airport Rules and Regulations, Federal Aviation Administration (FAA) Regulations and Oklahoma Department of Aerospace and Aeronautics (ODAA) for operations on airports and in airport air-traffic areas. Performs research and prepares yearly airport operating budget and multi-year Capital Improvement Programs (CIP) for the City of Sand Springs, Sand Springs Municipal Authority (SSMA), FAA, and ODAA. Performs research and prepares agendas and reports for City Council, SSMA, and Airport Advisory Board meetings on airport budget, CIP, operations, revenues, and any items concerning the airport. Communicates daily with airport business owners, aircraft owners, hangars tenants, potential aviation businesses, and tenants. Provides supervision for airport employees. Performs ground maintenance such as mowing, edging, weed control, and removal of trash Performs building maintenance including cleaning of terminal floors, hangar repair, etc. Performs maintenance of airport lighting including changing runway/taxiway light bulbs, fixtures, and other related airport lighting. Reads instruments, interprets AWOS information and communicates requests for airport advisories on aviation base radio/Unicom for arriving and departing aircraft. Remains on call 24-hours for response to emergencies. Performs other duties as assigned, including assisting other departments as required. Minimum Qualifications & Required Knowledge: High school graduate or GED Must be bondable Knowledge of Federal Aviation Administration (FAA) regulations pertaining to airport operations, flight operations, and height zoning. Knowledge of FAA and ODAA procedures for obtaining an Airport Improvement Program (AIP) grant. Knowledge of Transportation Security Administration (TSA), FAA, and ODAA guidelines for security at general aviation airports. Knowledge of Environmental Protection Agency (EPA),Oklahoma Department of Environmental Quality (ODEQ), and Oklahoma Corporation Commission (OCC) regulations and guidelines for fuel storage, stormwater runoff, and other related issues. Knowledge of the development and of the administration of municipal budgets. Skill in the use of computers and various software programs. Skill in oral and written communication. Skill in the use of grounds maintenance equipment. Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to provide excellent customer service.
